About us

International business, built on trust.

Loyal Shield Inc is an international business consulting firm headquartered in Hong Kong, operating across Africa, Asia, and the Middle East. We facilitate the cross-border mandates — strategic introductions, market entries, gold-trading relationships, and government engagements — that depend on the kind of trust built person by person, over time, in the spaces between formal rules.

Our story

Two decades, three regions, one operating principle.

Loyal Shield was founded on a simple conviction: that trust, built person by person across markets that rarely talk to each other, is the most undervalued asset in international business. The firm grew out of two decades of operating across Africa, Asia, and the Middle East — through markets where formal rules are necessary but never sufficient, and where the difference between a mandate that closes and one that stalls is almost always relational rather than procedural.

From a Hong Kong base, we have built practices in business development, strategic matchmaking, international facilitation, and gold-trading facilitation. Each one is anchored in the same operating discipline: conservative on commitments, rigorous on documentation, and direct with clients about what we will and will not take on. Our resources practice grew from years of work with West African producers and Asian and Middle Eastern counterparties — including a long-standing institutional relationship with the Arab Chamber of Commerce in Hong Kong; our government practice, from public-sector mandates that require both regulatory rigour and practical stakeholder engagement.

We are deliberately a small partnership. Each senior member of the firm personally owns the mandates they lead, and the relationships behind those mandates compound rather than churn. That is the foundation of Loyal Shield's reputation, and we treat it as the firm's primary asset.

Our values

Trust, discretion, and results.

Trust

Trust is the only currency that compounds in international business. We protect it by being conservative on commitments, direct on capability, and unwilling to advance work where the structure does not stand up.

Discretion

Our clients deal with sensitive mandates — government engagements, private capital, and resource transactions. Discretion is built into how we work, not advertised.

Results

Network without execution is theatre. We sit alongside through delivery, surface issues early, and treat every mandate as a reference relationship for the next one.

Leadership

The partners who lead our mandates.

Each member of the senior team personally owns the mandates they lead. Below are the partners you will work with directly.

Portrait of Pierre Olivier Bakalag

Pierre Olivier Bakalag

Founder & Chief Executive Officer

Pierre Olivier Bakalag founded Loyal Shield Inc on a simple conviction: that trust, built person by person across markets that rarely talk to each other, is the most undervalued asset in international business. Two decades operating across Africa, Asia, and the Middle East have taught him to work in the spaces between formal rules and operating reality, where most cross-border deals are quietly won or lost. He leads the firm's senior mandates and remains personally engaged in every gold-trading and government-projects engagement, where reputation matters most.

Portrait of Stacy Ho

Stacy Ho

Co-Founder & Head of Operations

Stacy Ho co-founded Loyal Shield Inc and leads the firm's operations, finance, and partnership development. Her background in finance and accounting anchors the firm's commercial discipline, and she has been central to the development of its sustainable resource ventures across Africa and Asia. She is the partner most clients deal with through the operational phase of a mandate, and her insistence on documentation, traceability, and clear commercial structures is one of the reasons the firm's relationships compound rather than churn.

Portrait of Kenji Tanaka

Kenji Tanaka

Chief Technology Officer

Kenji Tanaka leads Loyal Shield's technology partnerships and software-industry practice, connecting global innovation with the operational realities of cross-border business. His career spans enterprise software, government technology programmes, and the practical structuring of international development partnerships. He is the partner most often in the room when a client is weighing a development partner, a technology transfer arrangement, or a public-sector software engagement, and his judgement on technical and operational fit has shaped many of the firm's longest-running mandates.

David Osei

Senior Mining Expert

David Osei brings over a decade of mining-industry experience to Loyal Shield's resources practice, with deep expertise in geological assessment, concession evaluation, and mining operations across Africa. He holds an Honours degree in Geological Sciences from the University of British Columbia and has worked through the full mining lifecycle from exploration to production. He is the partner clients rely on for technical credibility on mining mandates, and his on-the-ground judgement is one of the reasons Loyal Shield's offtake and JV introductions are taken seriously by counterparties.
